David A. Sheppard, principal of D. A. Sheppard Consulting Structural Engineer, Inc., was recently elected a Fellow of the Prestressed/Precast Concrete Institute (PCI) at its annual convention held in Orlando, Florida on October 19-22, 2003. Mr. Sheppard specializes in performing consulting services for precast concrete manufacturers. He earned a bachelor's degree in civil engineering from Lafayette College, Easton, Pennsylvania, in 1961 and took graduate coursework in structural engineering at Drexel Institute of Technology, Philadelphia, Pennsylvania (1967-1969). His work background in direct precast concrete industry employment was as a project engineer and project manager for Formigli Corporation in New Jersey, as sales development engineering Manager for Blakeslee Prestress in  Connecticut and New York City, and as a sales manager for Rockwin Corporation in Los Angeles (1969-1977). In 1984 and 1985 he was vice president of operations for Western Art Stone Company in San Francisco. From 1977 to 1983 he was executive director of the Prestressed Concrete Manufacturers Association of California, in which he concentrated on student and specifier Education and improving building code recognition of precast concrete used in high seismic areas. He was chairman of the Seismic Committee from 1979-1985 and a member of the PCI Technical Activities Committee from 1986-1990. He has worked on the Education and Seismic committees and coordinated with HUD with technical input and recommendations on design against progressive collapse between 1971-1972. A licensed civil engineer in Pennsylvania and Virginia, he is also a licensed civil and structural engineer in California and Nevada. In 1983, he won the Martin P. Korn Award for the paper "Seismic Design of Prestressed Concrete: Piling," which was published in the March-April 1983 PCI JOURNAL. He is the co-author of a book, Plant Cast Precast and Prestressed Concrete: A design Guide, published by McGraw Hill Book Company. He recently performed major assignments in the construction of the landmark San Francisco Giants stadium - Pacific Bell Park - where he designed the brick faced and exposed aggregate precast concrete cladding panels for Willis Construction Company and the prestressed concrete riser units for Pomeroy Corporation, both clients being PCI member companies. He and his wife Imelda and son Alan have been Sonora residents for over 25 years. Currently, he is a member of the City Council and Mayor Pro-Tem of Sonora, California.

2008 Update: David A. Sheppard served as Mayor of Sonora from 2004 to 2006, and is currently serving a thrid 4 year term on the Sonora City Council.
